1. This is a RETAIL SALE ONLY. All Prices are net.

2. All lots are sold as genuine unless otherwise noted. In case of a dispute as to authenticity, the decision of an expertising source that is mutually agreeable to Coughlin's and the buyer will be binding. Sources we usually use are the APS (American Philatelic Society) or the PF (Philatelic Foundation).

If you dispute the authenticity of an item, you must notify us within 10 days of receipt of the item (s) either by phone or email. The item in question must be returned to us with a request for certification within 15 days of receipt by the buyer. We will obtain the certification from your choice of the above or we can mutually agree on an alternative.

We can get discounted rates saving money for our customers not members of the APS when we use them. We also can use PSE. Payment to Coughlin's will be refunded IF a good certificate is not obtained. On Receiving a good certificate, we will bill you for the cost of obtaining the certification.

If the opinion is returned as "not Genuine" or as mis-described, then we will absorb the actual certification costs and advise the purchaser of the results and refund the purchase cost and the cost to return the item to us.

If the opinion is "No Opinion", the purchaser will bear the cost of the certification and retain ownership of the item, which will be shipped back to them at our expense.

3. Coughlin's retains the title to all items until payment in full has been finalized. (Checks cleared bank or payment made in full).

4. Coughlin's reserves the right to hold all items until payment is made in full.

5. Lots are sold to the first order received.

6. Coughlin's reserves the right to sell duplicate lots of the same price, quality and description on any items either not illustrated or illustrated by FILE PHOTO, or by STOCK PHOTO illustrations on line or in the unlikely event of a printed Catalog. All items thus sold will match the condition described.

7. Shopping Cart orders take precedence.

We will accept Mail (be sure to include your phone number) and Phone orders. Unsigned mail orders will NOT be honored. On phoned in orders, we will bill you. On line orders can be AUTOMATICALY processed thru PAY PAL by clicking the PAY BY PAYPAL button. You can also pay via credit card thru Pay Pal. Remember please that you MUST fill out all the required data on the shopping cart in our store.

8. Multiple item orders will be packaged and shipped in one shipment, unless otherwise requested by the buyer.

Postage & handeling will be charged on all orders. Orders will be sent via US Postal Service First Class Mail or (at your request) via Certified, Registered or Express Mail. We have to use the UPPS postal calculator to compute your postage, and it estimates the postage on each order. (The UPPS calculator will not figure domestic postage correctly. We have tried, along with many others who use it, to make it figure actual postage. but it simply will not. THEY will not fix it or change it. We have spent a lot of time figuring the actual postage in the past years . We used to add $1.00 handling to all our packages on EBAY. Since the calculator figures the postage for all shipments at the oversized envelope rate of 3.4 oz (1.95) and after that gets it much closer to right, we will now automatically charge whatever it figures as a combined shipping and handling fee thru its use when automatically paying with PayPal. There is no fixed fee other than that for the packaging or its weight, so we will go with their estimates. Sometimes you will come out a few cents ahead and sometimes we will. I have spent to much time trying to tweak this and this is the best I can do on it. SEE our shipping and packaging section form more info and a way to save a buck or so on shipping.

Insurance is optional to buyers, at their expense. We no longer carry shipping insurance, and once we have placed your order into the US Postal System (Or other shipping services requested by the buyer) we will assume no further responsibility for its delivery to the Buyer. We will ship via Insured or Certified or Registered or Registered for value Mail AT the buyers expense and specific request. We will bill you for the additional costs on this before shipment is made.

8. ALL overseas buyers UNKNOWN TO US, with orders over $75.00 will have to be shipped to via Registered Mail OR a Secured shipping source of your choice. In all events, you assume total liability for delivery once we have shipped. For some reason the USPS calculator seems to be more accurate on Foreign shipmsents than on domestic shipments.

9. Coughlin's reserves the right to withdraw any lot from the sale. It is possible for us to LOSE A LOT IN HOUSE. It has happened 4 times we know of, and on these occasions we will give you a refund within 3 days of verifying this. If you paid by pay pal it will be by the 3rd day and usually sooner, if by check, it will be after your payment to us has cleared the banks. WE WILL make every attempt to let you know ASAP.

10. Coughlin's will not honor returns on lots more than 30 days after shipping, or for reasons of faults clearly described in lot descriptions, or illustrated lots for reasons of centering or obvious faults in the illustration, such as missing perfs or other obvious characteristics or faults.

We try to describe lots with great care and accuracy, but like all people we occasionally do make mistakes. Mistakes are taken back with humble apologies, and we will refund all postage costs to you according to and if you follow the following terms: (On items under $200.00 send regular mail, for items $200-$1,000 return by Certified mail and for items over $1000.00 return by Registered mail).

We will not pay for return receipt charges, insurance on the return, or for charges incurred for shipment other than proscribed above. Buyer assumes responsibility until lots are received by us.

11. A signed order or an order via the internet by email or thru the shopping cart is your full acceptance of these rules and conditions of sale.

12. Your satisfaction is guaranteed.
